សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

Forum on Roles of Youth in Budgetary Process
On 15 June 2017, the National Budget Project (NBP) of the NGO Forum on Cambodia (NGOF), with Budget Working Group (BWG) to organize Forum on ”Roles of Youth in Budgetary Process”. There are over 200 participants to join this forum at Tonle Basac 2 restuarant. The forum aim to increase knowledge and understanding of young people on budget process and budget transparency, as well as budget formulation process at national level. Furthermore, to encourage youth participation for contribution in budgeting process youth space in budgetary process where and how youth involve in budgeting process. Youth is a potential group for the Cambodia development. Youth should be more involved to all development processes to ensure their needs are addressed. Youth participation in budget process may increase effectiveness and efficiency of budgeting while the country budget affected to everyone life. Youth participation may also contribute to increase the budget transparency. By seeing the important of youth in understanding and participating in budget process and budget transparency, the budget working group shares resources to organize this youth forum named” Role of Youth in Budgetary Process” with the following objectives: Mr. Tek Vannara, Executive Director of NGO Forum on Cambodia (NGOF) provides open remarks to the forum as stated, he would like to highlight the development of Cambodia with budget work. Currently, we know that Cambodia is a member of ASEAN's which have integrated with ASEAN since 2015 and become a lower middle-income country. Cambodia also has an industrial development policy from 2015 to 2025. Meanwhile, we are localizing the sustainable development for 2015 to 2030. We have also been implemented decentralized and de-concentration since 2002. In addition, Cambodia has just finished the election of a commune council last week. With this regard, we observed youth participation in development process has increasing especially play a role as leaders and members of commune councils. At the commune, there are two important plans: Development Plan and Investment Plans. These plans are funded from the national budget. We can say that it is a sub-national program designed to respond to the needs of the people. Ministry of Economy and Finance (MEF) also has a public finance reform program to respond to the development of our country. Each year, we have also Budget law or annual Financial Management Law, in which the process involves participation in each ministry at the national and the National Assembly. We see, CSOs are also invited in the processes, especially the macroeconomic consultation organized by the MEF and the Workshop on the draft budget law held by the commission II of National Assembly. The challenge is limited time to provide inputs and comments. At the sub-national, there is also a system of monitoring budget implementation through the implementation of Social Accountability Framework (ISAF) that reflects to our country's development for opening for public participation in budget process. However, the public financial management law in 2008, it still a matter to broader participation in budget process at the national. Therefore, relevant ministries and institutions should consider in opening more public consultation in budget process both at national and subnational. Mr. Lay Sokheang, Director of the budget department of Ministry of Economy and Finance presents the budget system in Cambodia. There are five main areas will be presented namely: 1). Update the Public Financial Management Reform Program in Cambodia (2013-2020); 2) Budget Strategic Plan 3) Program Budgeting, 4) Budget entity and 5) Process for implementation of current program budgeting. Regarding to the Public Financial Management Reform Program in Cambodia, there are 4 stages: 1) Budget is credible that ensure the collection of revenue, 2) Accountability of Financial that connect to all expenses with clear record in economic account 3) Linkage of budget and policy that ensure expenditure has connected to the development policy of the country 4) Accountability for performance that ensure the expense has come with the result. Cambodia has prepared herself to begin stage 3 of the Public Financial Management Reform Program since 2005. The implementation of strategies of the Public Financial Management Reform Program through the budge system process such as budget planning, budget approval, budget implementation and budget monitoring and evaluation. In the next stage, the Ministry of Economy and Finance plans to prepare strategic for public financial reform in 2017-2025 that based on the two last year experience and the learning experience from other countries such as Malaysia, Thailand, France…etc. The Ministry of Economy and Finance also plans to prepare mapping for the implementation; ensure the connection between budget system reform and public administration reform and salary reform; and also ensure the linkage between the budget reform at national and sub-national under the decentralization and deconcentralisation framework. Mr. Sun Youra, Development Issues Program Manager of NGO Forum on Cambodia presents the budget transparency. He begins with the question to all participants “what is transparency?” The definition of transparency refers to the transparent that reflects to all elements without any secretion. Transparency links to governance that refers to freely exchange information in institution for decision making and result of the decision. Budget transparency refers to the use of budget based on the procedure of policy and best practices of international standard. In short the budget transparency refers to the expense with clear of documentation for instance receipt and process of expenditure. The budget transparency also involves the expense with the result as mention by the first speakers. Currently, the NGO Forum on Cambodia is observing the budget transparency of the Royal Government of Cambodia through the Open Budget Survey that assess on eight key budget documents namely Pre- Budget Statement, Executive budget Proposal, Enacted Budget, In-Year Report, Mid-Year Report, End- Year Report, Audit report and citizen budget whether they are publicly available, comprehensive and timely disclose of information. Based on the preliminary of the Open Budget Survey (OBS) 2017 observed the information in 2016 has indicated that Ministry of Economy and Finance publicly disclosed 6 key documents in timely based on the international best practices while there are two key documents.

Meeting Between Civil Society Organizations and Media Journalist
There were 20 civil society organizations work on environment, social development, education, health, children's rights, fisheries, access to information, land governance, water resources and water infrastructure, natural resources management, indigenous peoples' rights, public financial reform, budget transparency, social accountability, climate change, education, capacity development, youth participation, gender and disability in the National Strategic Plan for Development and the Sustainable Development Goals of Cambodia which were share to relevant the medias. To ensuring the development of Cambodian are inclusive and justice. Therefore, the meeting between civil society organizations and the media is aim for cooperation in 2020 on ward and to achieve common goals, improve working more effective for the present and the future. The NGO Forum on Cambodia facilitated a meeting between 20 civil society organizations and 14 media networks which held on 04 August 2020 at the Cambodiana Hotel in Phnom Penh with a total of 42 participants. Opening remark, Dr. TEK Vannara , Executive Director of NGOF, was warming welcome to all participants. This meeting total participants 42, 20 CSOs and 14 media institutions. The main objectives of this event are 1) shared and presented by relevant CSOs on the organization is operating 2) Build good relationship and get to know each other and 3) CSOs and Media can build up good cooperation. He introduced relevant CSOs to present a brief of keys activities in 2020 that will be engaged media journalist to cover new. There was some comment media for this meeting which in below: Establishment of a media group and a civil society organization (NGO / CSOs Group) aim to facilitate and coordinate for relevant stakeholder and share the information up-to-date. Through the media advisory, the content is should be clear and easy to understand, which clear objective of event and provide contacting information for media contact. The sources of information is subject of matter of media expression, media quotation of person should ensure that the information are balance, accurate, analytic, not bias and keep privacy and consensus to source information. CSOs organize launching reports or research reports should have internal media and communication person who in charge of produced media release, and develop clear content and easy for journalists to cover the news. The event should organize in the beginning of week and a half day morning which is good time for media journalists and have enough time to produced articles and media broadcast.

Sharing and Dialogue on Findings In Research on Environmental, Social, and Governance Compliance of Banking and Financial Sector in Cambodia
The NGO Forum on Cambodia (NGOF), as a member of FFC, worked with its members to organize a sharing and dialogue workshop to share and discuss on the follow up study findings on ESG compliance in banking and financial sectors in Cambodia, which was held on the 1st December 2022 from 08:00 to 12:00 at Sunway Hotel, Phnom Penh. The objectives of the workshop were: • To share and discuss with relevant stakeholders including line ministries, development partners, private sectors, academia, and communities about ESG compliance in banking and financial sectors in Cambodia. • To develop a joint action plan to move forward promoting ESG compliance in banking and financial sectors in Cambodia. With the expectations of 1) The finalization of the report on ESG compliance in banking and financial sectors in Cambodia; and 2) Development of a joint action plan to move forward promoting ESG in banking and financial sectors in Cambodia, the workshop was held in Sunway Hotel, Phnom Penh, and proceeded following the predetermined agenda. With all in-person attendees of 25 participants (8 females) actively participating. It is noted that two important people did not register, Dr. Tek Vannara (Mr.) and Mr. Mar Sophal, both are from NGOF, because they were too busy with the meeting welcome works. The workshop was chaired by: • Dr. Tek Vannara, Executive Director of the NGOF • Ms. Sochenda Chan, ABC Representatives • Ministry of Mine and Energy Representative • Mr. Phonyut Sakara, FFC Coordinator, Oxfam Cambodia The workshop was facilitated by Mr. Mar Sophal, the NGOF. He welcomed the participants and briefly informed on the objectives of the workshop. There are two objectives as mentioned on the objectives points earlier. He then, invited the participants to introduce themselves. They were mostly from Banks, relevant NGOs, and government representatives. Mr. Sophal facilitated the workshop in accordance with the predetermined agenda. Dr. Tek Vannara, Executive Director of the NGOF, paid his respects to all the participants, Ladies and Gentlemen, and specific acknowledgment to Oxfam and the Association of Banks in Cambodia for their support. He mentioned that the day was an opportunity for the participants to discuss ESG in order to make sure that development should be sustainable in Cambodia. ESIA has been a good mechanism for all development programs and projects. He underlined that mega project has applied ESIA. E.g. ABD requires the borrower to comply with ESIA prior to getting the project started. However, ESIA study results have normally been concluded differently in accordance with each institution. CSO (led by Oxfam) and NGOF work with the private sector and MEF in practicing the ESG in order to deliver inclusive development. Today the meeting has Independent Consultant to present his findings to initiate discussions to improve banking and sustainable developments. We contributed to M&E to develop projects, especially those supported by ADB, he claimed. We ensured that all stakeholders are equitable for benefits from the developed projects. Participation in ESG implementation is crucial for all stakeholders in development. Dr. Vannara emphasized that different roles, challenges, risks, and all relevant issues should be informed among the relevant stakeholders. In this regard, all stakeholders are safe and equitably share benefits from the developments, he stated. E.g. the Banks would not have any concerns about their loans with the borrowers if they comply with good practices. The CSO role is to ensure voluntary and compulsory policies are applied. He informed me that the study, once already, will be shared, and after the workshop, the report will be on the websites of NGOF and Oxfam from today.
