The NGOF is a membership organization that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy.

សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

ជារួមខ្លឹមសារចេញពីការពិភាក្សា សំណូមពរ និងអនុសាសន៍ផ្សេងៗត្រូវបានចងក្រង និងរៀបចំជាខ្លឹមសារគន្លឹះសម្រាប់ដាក់ជូនថ្នាក់ដឹកនាំក្រសូងពាក់ព័ន្ធ ដើម្បីបន្តពិភាក្សា និងចូលរួមដោះស្រាយ។

Annual General Member Meeting and Network Reflection 2021
On 11-12 November 2021, The NGOF convenes the Annual General Member Meeting and Annual Network Reflection Meeting at the last quarter of the year. All the members of The NGOF are invited for the meeting to share their past one year experiences, challenges, and future action plans. The key objectives of the meeting, for this year, are: • Updating on the results and challenges of the past one year of The NGOF Members; • Prepare Annual Action Plans of each Program of The NGOF for 2022. There was total of 131 participants (46 of them are females) attended day 1 (11 November 2021) and 52 participants (19 of them are females) attended on day 2 (12 November 2021). In short, the results of the Annual General Meeting include: • The participants are aware of the results and challenges made in the past one year; • Draft Action Plans, with new inputs from the members, of each Program of The NGOF of the year 2022 produced. Opening Speech: Mr. Run Saray, Member of MC and Executive Director of LAC Having paid respects to His Excellency Poch Sovanndy, a representative from the Ministry of Planning and the Monk, Mr. Saray welcomed the participants and notified the objectives of the meeting, which to share concerns and results of the past achievement and look for better solutions in the future. He underlined that the representative from the Ministry of Planning will summarize progress up to date of NSDP (2019 - 2023) and the other main agenda that include: • Presentation on a study on Mid-Term Review of the National Strategic Development Plan (NSDP) 2019-2023: NSDP in the context of a pandemic: Inclusive Participation and Strategic Priorities Response within the Context of Covid-19 Pandemic, • Sharing the ASEAN Guidelines on Responsible Agricultural Investments, and • Cambodia Recovery Framework, 2021 – 2023. Dr. Tek Vannara, Executive Director of The NGOF Dr. Vannara noticed to the floor that the event is the most important day for members to meet and to share their progress, challenges, and future action plans. He paid his warm welcome and respects to all Respected Ladies and Gentlemen. He thanked all the participants for their kind efforts for the past year. He notified the participants that more than 85% of the planned work plans were achieved by the day of the meeting. He provided a comprehensive report on The NGOF implementation for the last year. Among others, Dr. Vannara emphasized 58 main outputs and activities, and the most important ones. The presentation sessions included three key presentations from government agencies, the Ministry of Planning and Ministry of Economy and Finance, and one private partner. They provided their inputs to the participants for references, specifically for the group discussions and drafting action plans for the year to come. The meeting was also a good chance for the selection of the new Management Committee (MC). The selection processes were made through the provided link for the participants to vote. The results of voting showed the selected new MCs are Mr. Hong Reaksmey (Country Director of ActionAids Cambodia), Mrs. Pry Phally Phuong (Executive Director of Building Community Voice, BCV), and Mrs. Mak Monika (Executive Director of Cambodian Disabled People’s Organization). With the sample form provided by Mr. Ouk Vannara, Deputy Executive Director of The NGOF, which includes indicated Outcome, Outputs, Key Actors, Timeframes, and estimated budget, the discussion groups provided their draft Action Plans of each program of The NGOF for the next coming year. The discussion groups that presented their draft action plans are: • Network for Forestry (N4F), • Network for Environment and Climate Change Alliance (NECA), • Agriculture Working Group (AWG), • WATNET/RCC (River Coalition in Cambodia), and • LAHRiN. Closing Speech of Dr. Tek Vannara, Executive Director, The NGFO Dr. Tek Vannara gave his brief speech for the “Closing Session” as follows. Having paid respects to all the participants, and specific respect to the Monk from Wildlife Sanctuary of Oddar Meanchey, he began his closing speech by thanking all the participants for their efforts of the previous two days. He, also, warmly welcomed the new three Management Committees, who were just elected during the earlier time of the meeting. Dr. Vannara further encouraged the network members to be open and direct in communication with the NGOF staff. He suggested that all members to bring issues, if any, to Secretariat of all network members for further actions. He strongly recommended that all members should closely work together for a stronger One-Voice. He encouraged open and direct discussions with relevant persons. He, also, suggested that the participants should be learning the nature of all 23 NGOF staff to work with them and respond to any arising issues at any times for immediate requests. Dr. Vannara stressed that in the next 3 years, The NGOF will build the capacity of the staff, especially at subnational levels, for CSO and government institutions to work together smoothly. The NGOF stays forward and encourages your solidarity with the program staff and for better commitment. Also, Dr. Vannara, once again, thanked all the participant efforts of the last year. From the past experiences, we will work for better, he stated. He encouraged that The NGOF is the institution for all, so, direct provisions, comments, and issues from the participants to The NGOF are welcomed. The NGOF really like to have your feedback for better and improvement, he underlined. Definitely, The NGOF is, and will be with you for common issues, he further stressed. He, finally, thanked and wished the participants to have successful duties, and have a safe trip back home and declared the meeting closed.

Refresher Training on National and Sub-national Budget and Video Training
The NGO Forum on Cambodia (NGOF), under the fund support from OXFAM Cambodia to implement the project entitled” Promote Citizen’s Participation in the Public Spending” which will be implemented in two target provinces: Siem Reap and Ratanakiri. Based on the agreement, the NGOF will implement the series of activities including, capacity building, research, dialogue and budget monitoring…etc. On 24th-25th February 2020, the NGOF cooperated with the provincial NGO network, provided the Refresher training on National and Sub-national budget to the existing NGO network members and youths in Ratanakiri Province. There were 20 provincial NGO network members and youths participated in this training. Training Objective: • To provide basic perception of National and Sub-national budget • To refresher knowledge on National and Sub-national budget • Support NGO network members and youths to monitor budgetary process and expenditure • To provide basic understanding on video editing • Understand how to produce video with good quality Mr. Keo Bunly welcomed trainees by introducing briefly about the project entitle” Promote Citizen Participate in Public Spending”. He stated that to implement the project successfully, we have to work with existing NGO networks include Budget Working Group (BWG). The BWG has been working on monitoring the government budget allocation at both national and sub-national levels in with transparency and accountability especially promote citizen to engage in sub-national expenditures. This project will be implemented in Ratanakiri and Siem Reap provinces. The project intends the Ministry of Interior (MoI) and Ministry of Economy and Finance (MEF) to contribute in promoting citizen to participate in public spending. To take apart with the government, BWG, CSO as well as youths have to be well equipped themselves with sufficient knowledge of national and sub-national budget. Furthermore, the project outcome was to influence government increase more space for citizen CSO and youths for policy dialogue and encourage youths to raise their concerns through producing evidence based including videos or case studies. Mr. Mot Pisey opened speech that some of the youths in his community used to do research about sub-national budget because it was very important for citizen. The understanding of national and sub-national budget, citizen will be able to join monitoring the government budget expenditures for sub-national administration with transparency and accountability especially produce the supportive evidences before accusing the government of spending money without transparency and accountability. Mr. Din Makara , to measure the participant’s knowledge on National and Sub-national budget; he conducted pre-test before this session started. As a result, citizen knowledge on National and sub-national budget were limited. Within the Refresher training on National and Sub-national budget, participants were introduced how to gather the National budget information by accessing to Ministry of Economy and Finance website. Additionally, Mr. Din Makara enlighten them how National budget have been formulated and in charge ministry and institution in each process. For instance, National budget strategic plan formulation was the first step of National budget formulation. This process each ministry had to prepare their budget plan from March to May. Second, Budget preparation; this step all the ministries had to submit their budget request to the Ministry of Economy and Finance from June to September. Third, Budget adaptation, this was very important process because in October, the minister reviewed and approved on National budget request by each ministry, in November National Assembly and Senate adopted the national budget and in December the king approved on it. Besides, participants increased the knowledge on the flow of national revenue and expenditure especially domestic income and international income such as tax revenue, debt and international fund. At the same time, Ms. Vanndy Sorida facilitated the Sub-national administration budget session. This session, participants increased the knowledge the flow of sub-national budget, the flow of sub-national budget, revenue and expenditure, especially the step of Sub-national budget formulation and its timeline. In the afternoon session, Mr. Phourn Yu , Media and Communication Coordinator of NGOF, introduced the participants on video training. This session all the participants practiced on how to set up camera, choose the video quality option before taking the video. Furthermore, they acknowledge and know the form of video such as VOX POP, Frame Rate and B-ROLL. VOX POP video form refers to video which used the questionnaires to interview the audience on a specific topic. The second day, participants was divided into two groups to play role, practical video taking and video editing on Adobe Premiere. Conclusion The Refresher training on National and sub-national budget and Video training successfully completed by produced many achievements such as participants could describe the National and sub-national budget, increased the knowledge on the flow of national and sub-national revenue and expenditure, acknowledge when national and sub-national budget formulation. Another significant achievement was all the participants know the useful tools and tips to produce the video with quality especially they could produce the video by following instruction of the video trainer.

The NGO Forum on Cambodia Works For Climate Resilient Agriculture
25 August 2020, Pursat Province, Cambodia – The NGO Forum on Cambodia with Sre Khmer in collaboration with the Pursat Provincial Department of Agriculture, other partner organizations hosted a Sub-National Farmers Forum at Pursat Provincial Department of Agriculture, Forestry and Fisheries. Oxfam in Cambodia supported the Forum which highlighted key thematic areas with focus on multilateral participation in agribusiness to enable farmers in applying appropriate technologies in rice production, accessing wider market information, and, achieving gender equality in agriculture. “It is a platform to provide opportunity for multi-stakeholders from government, private sector such as banks, farmers and CSOs to discuss and develop a joint action plan to promote sustainable agriculture, value chains and climate resilience in Cambodia,” said Menghoin Hok, Environment and Agriculture Program Manager of The NGO Forum on Cambodia. With the participation of representatives from relevant departments, the private sector, civil society organizations and farmers and agriculture cooperatives, with total 84 participants, 51 women, the Forum was a great platform in moving forward resilience in the agriculture sector.
