សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

ជារួមខ្លឹមសារចេញពីការពិភាក្សា សំណូមពរ និងអនុសាសន៍ផ្សេងៗត្រូវបានចងក្រង និងរៀបចំជាខ្លឹមសារគន្លឹះសម្រាប់ដាក់ជូនថ្នាក់ដឹកនាំក្រសូងពាក់ព័ន្ធ ដើម្បីបន្តពិភាក្សា និងចូលរួមដោះស្រាយ។

Public Forum on Public Financial Management (PFM) and Citizen Participation
The NGO Forum on Cambodia (NGOF) co-organized with NGOs on BWG which such as ANSA, STAR Kampuchea, Oxfam, GADC, NEP, Save the Children, Transparency International, CRC World Vision Cambodia and YRDP hosted a Public Forum on Public Financial Management (PFM) and Citizen Participation on September 17, 2019 at Tonle Bassac 2 Restaurant. The forum was attended by 217 participants (53 women) from the representative of Ministry of Interior, Ministry of Economy and Finance and development partners, EU, GIZ, ADB, NGOs, journalists and students from universities. The forum has the following objectives: 1) Create a platform for engagement between CSOs to understand the progress, challenges and future direction of the Public Financial Management Reform Program. 2) To understand the Public Financial Management Reform and another reform program (Inter-link of the government. And, 3) Identify how CSOs/Public engage or participate in the reform program. Opening remark, Dr. Tek Vannara , Executive Director of the NGO Forum on Cambodia said that in early 2019 under the framework of the Implementation of Budget Reform Strategy 2018-2025, the Royal Government of Cambodia has approved three strategies aimed at ensuring the sustainability of State revenue and enhanced financial management efficiency. Such as the revenue mobilization strategy 2019-2023, focus on the modernization of revenue collection technology, improve service delivery and sustain growth. The second strategy is to reform the national public financial system of 2019-2025 with emphasis on improving the efficiency, transparency and accountability of public resources. In addition to the Public Financial System Reform Program, the Royal Government of Cambodia under the support of the National Committee for Sub-National Democracy has signed a Memorandum of Agreement with partners and NGOs such as Oxfam, Star Kampuchea and World Vision Cambodia. To implement the Social Accountability Framework (ISAF) Phase 1 began in the years 2016-2018, and Phase 2 is starting in 2019-2023. It is part of the governance and process of constructive engagement to improve public services, including health, education and public services at the sub-national level. The topic taking on the PFM. Some of you especially private sector never heard about the PFM on Cambodia and in the sub-national level. While you have good understanding, it would help to learn about PFM. The national budget is the contribution of all citizens and stakeholders. It is very important for CSO and private sector to involve in PFM. Some time we have discuss about the technical term. To make good understand of the public, eg. we work together to increase the national economy. We have the obligation to pay tax to increase the national budget. We have the obligation to contribute to the national budget. The contribution of us not only in Cambodia but in all the countries in the world which faced by the war. For example, the speaker will share information to all participants. The government increase access to information related to budget to make it easy for public. The opportunity to provide to the women and most vulnerable to understand and develop themselves and the national economy. The good governance is very important to help public understanding about the reform. Express thanks to the participation and the government who commit in the reform since 1995 till now. We would like to express thank to the reforms but should be involve by all the citizen to make the national economic growth. It is the result of our countries. Thanks to EU, ADB and GIZ to support the government to the reform. Thanks to BWG to overcome the obstacle for citizen involvement. I hope that you would get the expectation. Please involve in the discussion with fruitful result of PFM. The reform achievement by the royal government of Cambodia. Strengthened links between policy and budgeting. Since 2018 the reform has significant results. Line ministries committed to the reform. Until 2015 we feel that MEF committed to work very well. call partnership for transparency and accountability. Very few countries has the same reform and involve CSO to involve. We provided technical assistant to MEF. The funds transferred to the government. Benefits of budget support with very good planning and implementation. We focus on the sustain ability and intervention. Eligibility criterial for monitoring the reform. Closing Remark, Ms. Chet Charkyar , Executive Director of Star Kampuchea. Total 217, (53 females) representative of the stakeholders at the national and sub-national level. We discussed about PFM and involvement of citizen in budget formulation. We want the people to get quality of services. As the citizen, we will get other services. What should we do to get quality services for women and children. We want policy maker to increase the budget for the citizen to get good service such as health center. Does health center need to get enough budget support for giving services. We learn the infomation from MEF, Development Partner, school principle, health center, youth and the road map for ISAF phase II. We need the increase of national budget to disburse to the sub-national level. We will prepare our plan together. Express great thanks for the organising committee and donor who support the event.

The First Online Consultation Meeting of CSO-REDD+ Network and Its Partner for Inputs to the Draft Action & Investment Plan for National REDD+ Strategy
On Tuesday morning, May 12, 2020, the NGO Forum on Cambodia facilitated the online consultation meeting to collect inputs for the draft Action & Investment Plan for the implementation of the National REDD+ Strategy of Cambodia for submitting to the National REDD+ Secretariat of Cambodia. There were thirteen participants (including one woman) from Diakonia, Forum Syd, RECOFTC, PKH, AFD, FLO, CTO, EHE, and CRDT. While WCS submitted their inputs separately to the meeting. As a result, the meeting members became aware about the draft Action & Investment Plan for the implementation of the National REDD+ Strategy of Cambodia. Also, we have discussed and agreed on key inputs and decided to have the next meeting on Tuesday, 19 May 2020 to finalize inputs prior to submitting to the REDD+ Secretariat of Cambodia.

[:en]FORTH NATIONAL CSO CONSULTATION WORKSHOP AND SEVENTH NATIONAL CONSULTATION WORKSHOP ON DRAFT 10 OF THE ENVIRONMENT AND NATURAL RESOURCE CODE (ENRCODE)[:]
21-22 March 2018: Up to date, the Draft on Environmental and Natural Resources Code of Cambodia has been reached draft 10 now and expect to be a final one at Draft 11. The Draft Environment and Natural Resources Code covers a range of environmental and natural resources areas including: General Principles of the Environment and Natural Resources Code, Public Participation and Access to Information, Environmental Impact Assessment, Strategic Environmental Assessment, Pollution and Waste Management, Biodiversity and Endangered Species Protection, Cultural Heritage Protection, and significant provisions for dispute resolution procedures – including mediation, civil and criminal enforcement. The Draft Code also establishes a new conservation regime for Cambodia, setting up Biodiversity Conservation Corridors and a collaborative management process. The Biodiversity Conservation Corridors expand Cambodia’s existing protected areas to provide linkages and protection for high-conservation areas. The Draft Code also has specific provisions covering Climate Change, Sustainable Production and Consumption, Fisheries, Water, Forests, Extractive Industries, Energy, Coastal Zone Protection, Environmental Education, and Sustainable Cities. As the membership organization, the NGO Forum on Cambodia (NGOF) takes a lead and plays important role in coordination among NGOs/CSOs and communities for providing and gathering inputs/recommendation on the development of the Code since beginning of Code developing. Within this sensitive stage, the NGOF and their development partners as well CSO members have organized this 4th CSO national consultation workshop on “The CSOs National Consultation Workshop Environmental and Natural Resource Code” which aims to collect wider inputs from relevant stakeholders and to consolidate comments on the draft 10 of the ENR code and mobiling the CSO and communities for 7th National Consultation Workshop co-hosting by Vishnu Law Group and the Ministry of Environment (MoE). In the welcomed remark by Mr. Keo Tai, Executive Director of the NTFP-EP and representative of organizing committee. “I thanks to all participants for attending and the organizing committee for co-organizing this workshop. It should be noted that this code might put in place for implementation next year after adoption due to commitment of Royal Government of Cambodia. Since Code developing; we have organized such CSO national workshop within 4 times and 21 technical meetings excluding other informal meetings and workshops for collecting inputs on this code. Regarding decisions from last CSO leaders meeting we have identified into 7 main topics for today discussion are: 1) Free Prior Informed Consent (FPIC) 2) Public Participation 3) Strategic Environmental Assessment (SEA) 4) Climate Change (CC) 5) Protected Area 6) Access to information and 7) Collaborative management of Natural Resources. NGOs has developed the Technical Working Group (TWG) including academic people, lawyers, and NGO representatives to provide inputs since the first draft of the code. Also, there were many formal and informal meetings with MoE to discuss on this code. Today, it is very important to identify the common inputs from all participants as it might be the final opportunity for CSOs and communities to provide comments. I hoped this workshop will become a great chance to collect inputs for improving the final draft of the ENR code in Cambodia since sounds a final consultation one” Be noted that on March 21, 2018: The NGO Forum on Cambodia together with interesting CSOs in Cambodia to host CSO National Consultation Workshop on the Draft 10 of Environment and Natural Resources Code conducted at Tonle Bassac 2 Restaurant, Phnom Penh. There are 65 participants who from representative of Civil Society Organizations, Community Based Organization, Community Fishery, Community Forestry, Provincial NGOs Network and Youth. The main topics for discussion in this consultation are: 1. FPIC, 2. Public Participation 3. Environment Assessment Plan for Strategy, 4. Climate Change Adaptation and Disaster Risk Reduction 5. Protected Area, 6. Access to Information, 7. Co-management on Natural Resources. Following this CSO workshop Ministry of Environment and Vishnu Law Group co-organized the 7th National Consultation on the Draft of Environment and Natural Resources Code of the Kingdom of Cambodia which is held at Sofitel Hotel on 22 March 2018. There were around 400 participants to join this consultation including our Civil Society Organizations, Community Based Organization, Community Fishery, Community Forestry, Provincial NGOs Network and Youth with coordinating by NGOF. During these important events; the identified concerns had been voicing out by CSO and communities and they had a pretty dialogue directly Vishnu Law Group and ENR Code developing team. As well the CSOs perspective papers on Draft 10 of ENR Code also had been well documented and official submitted to H.E.
