សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិស្តីពី ដំណើរការចុះបញ្ជីដីសមូហភាពសហគមន៍ជនជាតិដើមភាគតិច។

សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

ជារួមខ្លឹមសារចេញពីការពិភាក្សា សំណូមពរ និងអនុសាសន៍ផ្សេងៗត្រូវបានចងក្រង និងរៀបចំជាខ្លឹមសារគន្លឹះសម្រាប់ដាក់ជូនថ្នាក់ដឹកនាំក្រសូងពាក់ព័ន្ធ ដើម្បីបន្តពិភាក្សា និងចូលរួមដោះស្រាយ។

The Annual Network Reflection 2022 Meeting
The Annual Network Reflection 2022 Meeting (ANR) was held on the 21st November 2022. The meeting was held for half-day from 13:30 to 17:00 with a tough schedule as shown in the Agenda. The meeting was held back-to-back with the Annual General Meeting, which was proceeded in the morning of the day. The meeting was held in DK Meeting Centre, Phnom Penh, with 38 participants (11 females) actively participating. Some other important participants participated from long-distance, by Zoom. Ms. Cheav Sivkheng, NGOF, was the meeting master ceremony. At the beginning of the day, she invited delegates to chair the event. They are: • Mrs. Pry Phally Phuong, Head of Management Committee of the NGOF; and Executive Director of BCV • Dr. Tek Vannara, Executive Director, NGOF • Mr. Som Chetana, Finance Unit Manager, the NGOF To start the event, Ms. Sivkheng briefly provided objectives of the meeting. While all delegates and the participants were settled, Ms. Sivkheng, Master Ceremony, NGOF, facilitated the meeting in accordance with the proposed AGM Agenda. First of all, she invited all the participants to pay respect to the music of the National Anthem. Having taken the floor, Mr. Bunthoeurn paid respects to all the chairpersons and participants. He briefly gave background of the research and findings. Also, he informed the meeting about the donor of the research, Luxemburg Hanoi Office. Mr. Bunthoeurn informed the meeting that there were participants from in-person and online. He also mentioned that there are lots of applicable findings from the study that the participants could take advantages of the study. Nevertheless, he invited Mr. Sometr for detailing of the study. The key speaker, the consultant, provided the results of the study in Climate Change Impacts on Tonle Sap tributaries and Livelihoods of the people of the areas. His presentation followed by interestingly important questions and comments from the participants. The study, then, was officially announced the acceptance and could be officially referenced, if any. It is posted on the NGOF website for the publics. For closing session, while the meeting had gone over the day, time schedule, Dr. Tek Vannara provided short notes of his speech. He thanked all the speakers and questions making the event very active. He, then, declared the meeting closed with the wishes of healthy and success.

The Istanbul Principles Sharing Lessons and Challenges
The Peoples’ Coalition on Food Sovereignty (PCFS) presented its lessons learned and challenges encountered on its work regarding the Istanbul Principles (IP) during the forum entitled “The Istanbul Principles: Sharing Lessons and Challenges” held on March 26, 2019 in Phnom Penh, Cambodia. The activity was jointly organized by PCFS, Asia Pacific Research Network (APRN), The NGO Forum (NGOF) on Cambodia and the CSO Partnership for Development Effectiveness (CPDE). Fifteen participants were present coming from CEDA, Agronomes et Veterinaires Sans Frontieres (AVSF), Development Partnership in Action (DPA), Centre d’Etude et de Developpement Agricole Cambodgien (CEDAC), WE EFFECT, Coalition of Cambodian Farmer Community (CCFC), Diakonia, Caritas, NGOF and PCFS. The meeting aimed to share an update and lessons learned on the CSO Development Effectiveness work and Country Compact, to present the rural sector’s guidelines on IP, and to identify challenges on country compact and the Istanbul Principles. Ms. Rhoda Gueta, PCFS-Global Coordinator, explained that the PCFS and its networks have long been promoting the Istanbul Principles, and that these principles have been “at the heart of their work” even before they (IP) were formalized in 2010. She also pointed out that “Agreement on what effective development is, is essential for our work. When the application of human and financial resources leads to beneficial results as determined by all stakeholders, effective development has taken place.” The following challenges were identified: commitment of CSOs in applying the Istanbul Principles, how to advocate I.P. in the rural area in Cambodia, awareness of the government sector on IP in Cambodia, limited/closing space of CSOs, and collecting input/data from CSOs in Cambodia. The following recommendations were agreed by the participants: (1) to further disseminate information/awareness of IP, especially in Cambodia (eg. echo the forum with more CSO participants); (2) help one another in the capability building (especially on research and advocacy); (3) push the governments in their commitment to apply IP especially in providing an enabling environment for CSOs; and (4); scale up our country level work in pushing for a genuine people-centered development.

2nd Training for Community on Advocacy
In collaboration with the Community Legal Education Center (CLEC), the NGO Forum on Cambodia (NGOF) successfully organized the 2nd Training for Community on Advocacy which held from 21-22 September 2022 at Regency Angkor Hotel, Siem Reap province. There were 27 participants (5 women) as community representatives of land dispute, indigenous people and community protected area from various 23 communities, located in 12 provinces. As a result, they were better understanding the issues, root causes of land and resource disputes, information and collection methodology, and report writing for using as evident-based dialogue. Moreover, communities committed to disseminate their knowledges to their community members, to improve their participatory dispute reports, and to develop a strategic plan for resolution through dialogue with local, provincial and national authorities, private sector and other stakeholders.
