សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិស្តីពី ដំណើរការចុះបញ្ជីដីសមូហភាពសហគមន៍ជនជាតិដើមភាគតិច។

សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

ជារួមខ្លឹមសារចេញពីការពិភាក្សា សំណូមពរ និងអនុសាសន៍ផ្សេងៗត្រូវបានចងក្រង និងរៀបចំជាខ្លឹមសារគន្លឹះសម្រាប់ដាក់ជូនថ្នាក់ដឹកនាំក្រសូងពាក់ព័ន្ធ ដើម្បីបន្តពិភាក្សា និងចូលរួមដោះស្រាយ។

[:en]2nd Indigenous People and Forestry Network Quarterly Meeting[:]
The NGO Forum on Cambodia organized the 2nd Indigenous Peoples and Forestry Network (IPFN) Quarterly Meeting from 12-14 June, 2018, at Angkor Holiday Hotel, Siem Reap Province. This meeting aim for 1) To review previous minute and update key achievements, challenges of IPFN for Jan-May 2018, 2).To discuss and follow up how to speed up on Communal Land Titling’s (CLTs) registration and capacity building to indigenous peoples community, 3).To identify ways for improving the next coming of International Indigenous Peoples Day in 2018. In opening remarks, Mr. Keo Tai was depressed on key Word “Indigenous Peoples and Forest” which these two words are absolutely linkage to enhance both Indigenous People rights and Forestry conservation, and sustainable management. He also sharing some concepts as below: - Global theory of Forest is common pool resource - Define property rights (who is ownership) who can ensure it is deserved and defended. - Tragedy of the common to Open access: lead to everyone access the forest freely. - Global defines IP as a main actor in protecting and defending forest. - Network may more refer to legality framework Mr. VAING Samrith updated achievement from Jan-May as below: - Join consultation meeting with MLMUPC - CLT assessment report launching by CLEC and NGOF - Organize first IPFN steering committee meeting at Tonle bassac 1 - Organize first IPFN Quarterly meeting - Re-assess on CLT assessment at four provinces - Meeting with HEKS consultant on land tenure security of IP - 1st Quarterly meeting with MRD to discuss IP day, lesson learnt from Siem Reap. IP day is going to organize at Preah Vihea with total cost around 25000$ when MRD has self-fund only 7000$. - Attend meeting with OHCHR on fact finding of CLT from RTK, KT and MDK. - Attend meeting with MLRG related people who living in protected area, and Indigenous People.

The summary report of the Kick-off Workshop on Women’s Economic Participation and Gender Relations Research Project
On July 08, 2019, NGOF and AFSC were co-organized on the summary report of the Kick-off workshop on women’s Economic Participation and Gender Relation Research which was held at Tonle Basac 1 Restaurant. The main purpose of the workshop is to 1)-introduce the research plan (objectives and propose a case study), and 2)- seek more suggestions from participants and discussion overall on the Women’s economic participation and Gender relation in Cambodia. Totally, there were 21 participants including 10 female participants who are the representative of LAHRiN, IPFN and RCC networks. Dr. Zhou Peng and AFSC Presentation that the purpose of this research is to investigate the relationship between women’s lives within the economic development relating to Chinese Investment and Businesses in Cambodia. There is a gap in the research in China concerning issues of social development as current Chinese research focusses on politics and economics as opposed to CSR. Though the Chinese government is sensitive about human rights, gender equality is something they are proud of and are willing to discuss openly, explaining the gendered perspective of this research. The methodology of this research are qualitative research and in-depth interviews with semi-structured questions with focus group and participatory observation. There were fieldwork plan which including meeting NGOs, Chinese businesses, work unions, and women workers in garment factories, visited communities in Strung Treng, Preah Vihear, and Odor Meanchey Provinces, Hydropower sugar plantation, mining and irrigation and In-depth interviews with rural women The content of women issues should be included in the project were: • An aim is to increase the awareness of business owners of CSR and give practical recommendations • Consider lessons from past cases and how engaging with the local population can mitigate extra costs • Also, need to take into consideration the Greening the BRI policies As the result of this workshop there were some suggestion for AFSC’s steps which provided by the keys NGOs who participated were: • Meet with a local NGO to organize how to meet local people • Will start with a group that may be a focus group • Will find women through that to have an in-depth interview • Design a questionnaire and then use a translator though this is not a perfect method • Dividing larger groups into smaller groups of 3-5 people in order to allow people to share their stories confidently • Need to ensure that the NGOs that AFSC works with have the trust of the community and this may require extra research into the NGOs themselves. And suggestions about methods to get compelling women’s stories which can focus groups and participatory tools work for local when depending on a translator: • Letting people express themselves without using leading questions, and perhaps allowing people the draw instead of writing. • Need different translators for different environments, perhaps a local and a woman • Need to consider that participants may be more open during breaks and after the session rather than during the sessions • Empower women to speak without judgment

Provincial Government Meeting at Kompong Thom Province
On the afternoon of October 16, 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) and NGOs member networks met the Kampong Thom Provincial Administration under the leadership of H.E Deputy Governor and relevant provincial departments representatives to strengthen collaboration and discuss about key priorities in Kampong Thom province as key inputs for the draft strategic plan 2024-2030 of NGOF Named "METRI" stands for Multi-stakeholder Engagement for Transformative, Resilient, Inclusive and environmental Sustainability." As a result, the Deputy Governor and the representatives of the relevant provincial departments welcomed and appreciated the draft strategic plan of the NGOF as its contents are in line with the current global trends, regions and countries of Cambodia. They also provided key inputs for the draft strategic plan to meet the needs of the people and as well as they stand ready to support and cooperate with civil society organizations for this important strategic initiative.
