សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

Address the needs of vulnerable group through Training Of Trainer (ToT) Training Workshop on VRA and JPA into Commune Development Planning (CIP/CDP)
Classy Hotel &Spa, Battambang Province: During this three days training, there are 37 participants from NGOs Environment and Climate Change Alliance (NECA) of The NGOForum on Cambodia (NGOF) and Local Authorities of Battambang, BanteayMeanChey, Kratie, Prey Veng, Rattanak Kiri, Kompong Cham, Takeo, Kompong Thom, KompongSpeu, TbongKhom, Pursat and Phnom Penh joint in Training Of Trainer (ToT) on Vulnerable Reduction Assessment (VRA) and Joint Principle for Adaptation(JPA) into Commune Development Planning (CIP/CDP) aiming 1) to improve capacity and knowledge of NECA members, CBOs, local authorities and concern stakeholders on understanding of the climate change concept and mainstreaming tools including VRA, CDP/CIP formulation process, and JPA 2) to strengthen sub-national engagement to apply concept and principle of climate change mainstreaming tools into their works in address climate change issues. In order to deep understanding, we at last day of workshop had an outdoor field practice the VRA and JPA tools for climate change mainstreaming into CIP/CDP. This activity has conducted with different group such as Women Group, Men Group and Local Authorities Group of AnlongVil Commune, Sangke District, Battambang province. In welcome session, Mr. Sey Peou; a climate change policy monitoring project coordinator and NECA Secretariat addressed that “This three days has been co-facilitated and co-cooperated by NECA of The NGO Forum on Cambodia (NGOF) and The National Committee for Sub-national Democratic Development (NCDD) andrefer to what we have been agreed in late 2016 in advocacy strategy developing and highlighted that Cambodia’s vulnerability to climate change is widely regarded to be due to its poor adaptive capacity and coping knowledge’s at national and sub-national. 80% of the population lives in rural areas with poor adaptive capacity and infrastructure. The agricultural sector contributes around 34% of GDP and engages 80% of the population. The Second National Communication to the UNFCCC reveals that nearly 50% of the total communes in Cambodia is categorized between vulnerable to extremely vulnerable to climate viability. To address the issue, the mainstreaming for climate change adaptation and disaster risk management into sub-national planning and budgeting has become recognized as increasingly important in building the country’s absorptive capacity and enhancing community resilience to climate impact”. Based on CSO strategic advocacy, we agreed to achieve the specific objective of at least 60% of NECA’s target areas (17/29 communes) integrate CCA into the CDP/CIP with community participation and appropriate financial support by end of 2017, both top-down and bottom-up strategy approach are complemented with each other. The support of NGOF as well as other related partners such as DCA/CA, UNDP, Plan International, and especially NCDD secretariat as the technical assistants/supervisors who play important role particularly at the national level will be necessary and bring hopeful for NECA members to fulfil their commitment in order to mainstream CCA into CDP/CIP at their target areas set in this advocacy strategy and action plan. One of milestones; capacity building for NECA members, Commune Committee on CDP/CIP formulation, and CC affected communities on CC related topics including VRA, CDP/CIP formulation process, and JPA (A,B,E) are very important to ensure the CCA mainstreaming into CDP/CIP. Applying both conceptual and practical knowledge at the same time as addressing in the project is a very useful tool to be considered in Cambodia context. At the end of session; Mr. Peou has a strongly optimistic that the participants will be increased the knowledge, skills and ability to mainstream climate change and disaster into commune investment and development plans and they can transfer the gained knowledge by provide train to another stakeholders such as CBOs, municipal, district, commune and community levels, in order to effective mainstream the climate change and disaster into commune investment and development planning As climate resilience specialist and resource person in this training, Mr. Kong Chanthan is very welcome and highly appreciates to NECA/NGOF for this great collaboration and contribution to NCDD policy objectives. He added that “CSOs role in community development especially in grass root is very vital through raise awareness, capacity building, technical and financial support in order to empower vulnerable community to build resilience to climate change impacts. Mr. Chanthan mentioned that “in last Mach 2017; NCDD just launched the climate change mainstreaming guideline. These papers have been developed and consulted with key stakeholders at national and sub-national levels on the tools to ensure the climate change will be integrate into their investment plan and development plan. This guideline will be a roadmap for concerning stakeholders both duty-bearer and right-holders for mainstreaming CCA/DRR into commune development planning effectively” with the oversight of the National Committee for Sustainable Development a former National Climate Change Committee, the Climate Change Department of the Ministry of Environment coordinated to develop the Cambodia Climate Change Strategic Plan (CCCSP) 2014-2023 and introduce the guideline and VRA tool to the local authority and provincial department at sub-national level for learning on the climate change, relevant policies and analysts the venerable are in their real situation area and sectors. National Program for Sub-National Democratic Development 2010-2019 (NP-SNDD) is another plan of RGC in the sub-national level for the further expansion of the single window mechanism to cover all municipalities, districts and khans, and further promoting broader delegation of powers – which means to give public services to the citizens directly without complicated administration system. As stated in NP-SNDD, RGC’s goals for sub-national democratic development are: Create a culture of local participatory democracy, accountable to the citizens Improve public services and infrastructures Bring about social and economic development Contribute to poverty reduction In a Second Study on Understanding of Public Perception of Climate Change in Cambodia (KAP2) almost all informants said that more properly designed and executed dissemination of information on climate change is required since almost all sub-national and local informants were poorly informed about the causes and consequences of climate change and best adaptation practices. In addition, there is still misunderstanding about roles in sub-national informants. It was still limitation that only the national government has played a leading role in developing strategy and guidelines for implementation at sub-national level.

CSO Leaders Gathering for Join Collaborative Work Plan
In the afternoon, 29 January 2021 , The NGO Forum on Cambodia (NGOF) organized CSOs Leaders Gathering at Himawari Hotel. There are 22 participants (5 women) which representatives of Action Aid, CRC-Cambodia, CCC, CPA, CHRAC, CAWF, Diakonia, KYA, HEKS, HACC, NEP, Save the Children, TI Cambodia, WVI, YFP, YCC and NGOF. The objective of this meeting aims: • To share the achievements from 2020 • To discuss the joint collaboration in 2021 • To thank WGs’ members Dr. Tek Vannara , Executive Director of The NGO Forum on Cambodia, sincerely thanks all participants in the meaningful meeting today. The meeting aimed to demonstrate the key-achievement of the two-working group include BWG and DPWG. To seek more inputs on priority plan 2021 and discuss to develop CSO join an accountability action plan to step forward together. After the meeting, he does hope that the common action plan will develop for Social Development in 2021-2022. Mr. Mar Sophal , SEED Manager NGOF presented key achievements 2020 of both working groups under the NGOF secretariat such BWG and DPWG. Taking this opportunity, he informed all participants that the National Development program of NGOF changes the program title to Socio-Economic Equity in Development (SEED). The CSOs Gathering for Join Collaborative work plan meeting joins by 22 participants 6-female was completed productively. The significant output achievement through the meeting was CSOs leaders acknowledge the two-working group achievement 2020. The CSOs Leaders Meeting Platform has proposed and agreed to have a quarterly meeting regularly, especially the inputs to the working action plan had collected as a strong advocacy operational work plan.

Dissemination Workshop on Open Budget Survey (OBS) and Website Launching
The NGO Forum on Cambodia organized a dissemination workshop on Open Budget Survey (OBS) and website launching which was held on 25 August 2020 at Raffle Hotel, Phnom Penh, Cambodia. The launching was attended by key stakeholders including Development Partners (DPs), CSOs/NGOs, Youths, academia, and researchers total 54 (26 women). The objectives of the launching were: 1) disseminate the OBS 2019 findings and recommendations for Cambodia 2) share Key findings on a Legal and Policy Framework Review on Public Participation in Public Financial Management in Cambodia and 3) increase the dissemination of Budget information through presses and other media. Welcome remarks by Dr. TEK Vannara , the Executive Director of the NGOF, started by thanked EU’s representative Mr. Javier, Ms. Lim Solinn, and all participants who participated in that day. He shared with participants the purposes of the event. The result of OBS will be presented by Ms. Sally, a program officer of the International Budget Workshop. He stated that so far the NGO Forum has worked closely with IBP and joint peer review by the Ministry of Economic and Finance (MoEF). Dr. Vannara has also remarked on the significant changes related to promoting the participation, however, the score related to budget oversight was slightly decreased, second related to result finding on legal policy framework review on public participation in Public Financial Management (PFM) in Cambodia and the third is about website launching. Dr.Vannara has also thanked all BWG members both in national and sub-national who always have a strong effort and support each other to improve transparency and accountability. Last the event aimed to share related to the National Cambodian Budget website, Dr. Vannara encouraged all stakeholders could access. It is a good website; stakeholders could access important documents from this website. There was a presentation of Ms. Sally , a program officer for Asia through a video conference lived from the USA, a presentation on the resulting key finding on a Legal and Policy Framework Review on Public Participation in Public Financial Management in Cambodia, presentation on the next quarterly plan and national Cambodian budget website. Mr. Javier thanked all participants, especially the NGOF, EU has supported the Royal Government of Cambodia (RGC) for more than 5 five years. He expressed and gave value to the event as a very important event, especially the OBS, which could promote transparency and accountability in Cambodia. He elaborated on the historic background of the score of OBS from 2015 which the trend has a positive change. The documents have been shared by MoEF on time, and we can access it from MEF’s website. He also congratulated the NGOF who has worked on this important thing. He shared about the value of transparency, and he thought that if the people do not know meaning the budget preparation is not transparency. Keynote and Open remarks by Ms. Lim Solinn , Oxfam Executive Director, she started by thanked for EU, a representative from IBP, community representative, NGOs. She said that the event on that day was a good result. She shared the commitment from Oxfam to support and build capacity for NGOF and its members. The commitment from Oxfam is still keeping to support both technical and support on poverty reduction, inequality, genders, inclusive fiscal policy, and participation by all the stakeholders. Oxfam still prioritizes vulnerable people especially the extremely poor and poor households, vulnerable women, and children. She valued three sectors to be most priorities including health, education, and social protection. She raised a social protection sector which she thought that it is playing a crucial in the current context of Cambodia, in particular related to the people who were impacted by the covid-19 pandemic. She greatly thanked the RGC that provides a cash transfer which is very beneficial to the target beneficiaries, especially for the people who work in providing services. Therefore, cash transfer is very important, this could not happen if the government is not well managed. However, she suggested that we need to keep going on, including collect revenues and expenditure. Ms. Sally , Program Officer of IBP, she thanked NGO Forum and Oxfam, and she also shared about the IBP’s work in the global and regions as well as an overview of OBS. It’s an assessment tool measures three aspects of open budgets: transparency of how public resources are raised and spent, opportunities for participation in budget policy decisions, and oversight by independent legislatures and audit institutions. She had also raised about the methodology of OBS which process needs an 18-month research process, the questionnaire based on international standards, a strong review framework, and consistency check by researchers, government, and anonymous. 117 countries have been conducted in an OBS survey. Ms. Sally has also shared about the OBS in Cambodia, she mentioned that the Asia region, and ASEAN countries, in particular, has a strong improvement in budget transparency in OBS 2019. This continues a trend seen in the region for over a decade. Many countries in the region are now reaching a score of 61 and higher, which is the OBS benchmark for providing sufficient levels of budget information. Cambodia also has seen impressive progress since the last round of the OBS – increasing by 12 points to a score of 32 out of 100. Cambodia also reached an important milestone in publishing the eight key budget documents that are assessed in the OBS for the first time. This includes the Summary of the Executive’s Budget Proposal, which is one of the most important documents assessed in the OBS and accounts for nearly half of the questions in the transparency assessment. This is because this document is normally the most detailed budget document that provides information about how policies and proposals are translated into budget decisions – including how revenues are raised and details about where money will be spent, as well as information that provides context to these decisions, such as information about government borrow and debt, fiscal risks and performance measures for public spending. Most countries produce detailed supporting documents with the IBP that provides this information, however, these supporting documents are not available in Cambodia. Publishing these supporting documents would greatly strengthen budget transparency. IBP has a lot of resources online Mr. Ouk Vannara shared a presentation on the Cambodian National Budget Website which all the audience could access through www.cambodianbudget.org . He shared the content of the website has useful information on the budget database, the law on public finance system, law on the sub-national fascial regime and property management and law on auditing…etc. Dr. Tek Vannara thanked all the stakeholders who attended the events and encouraged the participants to access the documents on the National Cambodian Budget website. The launching of the dissemination has been finished based on the schedule set with a fruitful result, the participants gained more knowledge on the Open Budget Survey, research finding on the legal framework on Public Financial Management and knowledge management data of Cambodian National Budget website.
