សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

ជារួមខ្លឹមសារចេញពីការពិភាក្សា សំណូមពរ និងអនុសាសន៍ផ្សេងៗត្រូវបានចងក្រង និងរៀបចំជាខ្លឹមសារគន្លឹះសម្រាប់ដាក់ជូនថ្នាក់ដឹកនាំក្រសូងពាក់ព័ន្ធ ដើម្បីបន្តពិភាក្សា និងចូលរួមដោះស្រាយ។

Training on Istanbul Principles
The NGO Forum on Cambodia recently received a small grant from the Asia Pacific Research Network (APRN) under the themes for promoting the International obligation, those include SDGs, Istanbul principle, Accra and south- South cooperation. As the civil society in Cambodia are very limited in terms of the Istanbul principle in particularly link between the Istanbul principle and current CSDGs. To deal with these issues, the NGOF provided the training course on the Istanbul principle to the NGO network members in Siem Reap which was held on 14 June 2019. There were 40 participants attended that training event, including 13 women. The training aims: • To share the basic concept of Istanbul principle and link with the SDGs • To report on their works in response to the principle of the Istanbul principle The training followed with the agenda, first Ms. Phoung Nghean Malay, chair of Siem Reap network gave expression and opened remark, she valued the Istanbul principles and encouraged her NGO network member to take into account for follow up the performance based on the guideline. At the same time, she also requested the NGOF to keep provide the series of the training in particular related to the international obligations for example, SDGs, Accra and south- South cooperation. Mr. Keo Bunly, Development policy coordinator of the NGO Forum on Cambodia has been shared about the history of the Istanbul principles to all the participants. The Istanbul Principles on development effectiveness: Respect and promote human rights and social justice Embody gender equality and equity while promoting women’s and girls rights Focus on people’s empowerment, democratic ownership and participation Promote environmental sustainability Practice transparency and accountability Pursue equitable partnerships and solidarity Create and share knowledge and commit to mutual understanding Commit to realizing positive sustainable change. He informed to the participants that the Istanbul principle originated since 2010 which is the CSO commitment which was signed in Istanbul city, Turkey. He has also updated about the joint effort of the CSOs and relevant stakeholders in commitment to the CSO Development compact in Cambodia. At the same times, he also shared about the AID definition and Characteristic of AID. In conclusion, this training was achieved many objectives and shared experience on the basic concept of Istanbul principle, CSO Development Effectiveness, and learnt experience to report on the environmental sustainability. More importantly, better understood on each principle during group discussion and it will bring the idea for handing over and integrate into work.

National Public Forum on Citizen Engagement in Budget Formulation and Monitoring on Public Budget Expenditure Process in the Covid 19 Context
On Thursday 28 October 2021, Budget Working Group (BWG) which consists of local and international NGOs working on budget-related policies coordinated by the NGO Forum on Cambodia (NGO Forum) organized a National Public Forum on Citizen Engagement in Budget Formulation and Monitoring on Public Budget Expenditure Process in the Covid 19 Context both national and sub-national levels. The event was attended by key stakeholders including the representatives from dozen government institutions/ ministries including the Anti-Corruption Unit (ACU), Ministry of Economy and Finance (MEF)/General Department of Taxation, Ministry of Interior (MoI)/ National Committee for Sub-National Democratic Development (NCDDs), Ministry of Women’s Affairs (MoWA), Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), Ministry of Labour and Vocational Training (MLVT)/ National Social Security Fund (NSSF), Ministry of Information (MoInfo), Ministry of Planning (MoP), Ministry of Education, Youth and Sport (MoEYS), National Bank of Cambodia (NBC), Development Partners (DPs) in particularly European Union Delegation to Cambodia and The Embassy of Sweden, national and international NGOs, universities, students, community youths and citizen totally 60 in-person participants (10 females) and 300 joined via zoom, 6K viewers from 5 institutions Facebook pages cross-post lives and 300 comments. Increase the understanding and promote public participation on budget transparency and accountabilities including the budgetary process both national and sub-national. 2. Provide opportunities for taxpayers including youths, CSOs/NGOs to meet and discuss with relevant stakeholders and policymakers toward the public participation in the budget cycle at the national and sub-national level. 3. Provide opportunities for taxpayers including youths, CSOs/NGOs to provide inputs for relevant stakeholders and policymakers toward the improvement of national budget transparency and accountability, gender mainstreaming, inclusive principal, and other alternatives to improve the effectiveness of the sub-national budget formulation. The event went through 5 key short discussion sessions as follows: 1. The importance and responsibilities of the oversight body 2. Synergies between Public Finance Management (PFM) and Social Protection 3. Gender Responsive Budget (GRB) 4. Public Investment on Education and Children 5. Public Participation in the Processes of Budget Formulation and Implementation Monitoring at the Sub- National Level Each topic has been discussed on the three main points such as: 1. Positive existing mechanism and the real practices 2. Number of challenges that hinder the practices 3. Proposed solutions, recommendations, and priority actions that will be implemented by concerned stakeholders. As a result, we, together congratulate on the positive existing mechanisms and practices related to citizen participation in Budget Formulation and Monitoring on Public Budget Expenditure which there are 35 positive points and progresses. The number of challenges that have been hindered to the quality of the monitoring and remarkable budget evaluation, raised during the discussion in the forum including 36 key challenges and 45 Proposed recommendations. Finally, we, the participants in this public forum, pledge to continue working together in a professional relationship and in a supportive climate to promote transparency and accountability in budgeting oversight at both the national and sub-national levels.

[:en]Presentation on Livelihood Depend on Mekong Resource[:]
On April 03, 2018, Mr Tek Vannara, executive director of the NGO FORUM on Cambodia (NGOF) presented on Livelihood Depend on Mekong Resource: Living Style of the Community in RAMSAR area of Stung Treng Province, Cambodia and Regional Development Trend to MRC International Conference/3rd MRC summit which organized in Siem Reap, Cambodia with 400 participants from the Mekong Region and International. Mr Vannara focuses on value to RAMSAR area as a strong social safety net and food security which support the community development and their daily livelihood. Sustainable and effective natural resources management of RAMSAR area is the main factor to ensure and contributing to sustainable development of Stung Treng province of Cambodia and Mekong Region. The current development context of water infrastructure (hydro power, irrigation system…etc) and turn the natural forest to big agroforestry industry in the Mekong region which contribute to the risk of natural resources, biodiversity and environmental system in RAMSAR. In every development program should clearly and deeply study and provide appropriate feasible strategy for mitigate risk and environmental protection and biodiversity measure especially wider public participation before making the decision to start the program as well as in the monitoring and evaluating stage. We believe that the balance of conservation and development plan of Mekong Region with the agreement in advance by considering of the sustainable of biodiversity and equal benefit sharing among relevant countries is the key factor for long term use of Mekong resource and response to the need of the people.
