សិក្ខាសាលាពិគ្រោះយោបល់ថ្នាក់ជាតិនេះមានការចូលរួមសហការពីក្រសូងជំនាញពាក់ព័ន្ធរួមមានក្រសួង អភិវឌ្ឍន៍ជនបទ ក្រសួងមហាផ្ទៃ ក្រសួងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ និងក្រសួងបរិស្ថាន ព្រមទាំងមានការចូលរួមពីអាជ្ញាធរ តំណាងសហគមន៍ អង្គការសង្គមស៊ីវិល និងដៃគូម្ចាស់ជំនួយ សរុបចំនួន ១៥៨ នាក់ (ស្រី៣៧ នាក់)។

សមិទ្ធផលសម្រេចចេញពីខិតខំប្រឹងប្រែង លទ្ធផលស្រាវជ្រាវ បញ្ហាប្រឈម និងសំណូមពរផ្សេងៗត្រូវបានលើកឡើងយកមកពិភាក្សាពាក់ព័ន្ធការចុះបញ្ជីដីសមូហភាពជនជាតិដើមភាគតិច។

លោកបណ្ឌិត ថុល ឌីណា នាយកគម្រោង LASEDIII នៃក្រសូងរៀបចំដែនដី នគរូបនីយកម្ម និងសំណង់ បានលើកឡើងពីការចុះបញ្ជីសហគមន៍កន្លងមកដែលជាលទ្ធផល ១៩៣សហគមន៍ទទួលបានការកំណត់អត្តសញ្ញាណពីក្រសួងអភិឌ្ឍន៍ជនបទ ១៥៣ សហគមន៍ទទួលស្គាល់ជានីតិបុគ្គលពីក្រសួងមហាផ្ទៃ និង៤៣ សហគមន៍បានទទួលស្គាល់ជាផ្លូវការពីក្រសួងរៀបចំដែនដី។​

សូមជម្រាបផងដែលថា លោកសឿង សារឿន នាយកប្រតិបត្តិ អង្គការវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាល បាលជម្រុញអោយមានការគិតគូពីផែនការក្នុងការរៀបចំធនធាន និងគម្រោងអភិវឌ្ឍន៍សហគមន៍ទាំងនោះ បន្ថែមលើខ្លឹមសារនៃកិច្ចពីភាក្សានាពេលនេះ។

ជារួមខ្លឹមសារចេញពីការពិភាក្សា សំណូមពរ និងអនុសាសន៍ផ្សេងៗត្រូវបានចងក្រង និងរៀបចំជាខ្លឹមសារគន្លឹះសម្រាប់ដាក់ជូនថ្នាក់ដឹកនាំក្រសូងពាក់ព័ន្ធ ដើម្បីបន្តពិភាក្សា និងចូលរួមដោះស្រាយ។

[:en]2nd Quarterly of Prey Lang Community Network Meeting[:]
On June 20, 2018, the 2nd Quarterly Meeting of Prey Lang Community Network (PLCN) was held at Angkor Holiday Hotel, Siem Reap Province. There were 22 participants attended the meeting who came from community forestry, community based organization, local NGOs and international NGOs. PLCN is a network of Indigenous People called Kuy minority, volunteers committed to protect Prey Lang forest which were formed up since 1997, in the period of erupted forest anarchy (93-97), and Forest Concession (1997-2002) in Cambodia. The community who are living surround Prey Lang length in the four provinces of Kompong Thom, Preah Vihear, Stung Treng and Kratie , had been foreseen of severely forest crime which was strongly affected to their daily traditional occupations for local socio-economic development and human heritage. The protection of Prey Lang was contributed by every single active member, groups, activists, communities and expanded into the form of everyone was connected to protect the forest in these four provinces. There were more than 300 active members across the network who actively engaged in the network to organize and mobilize their own activities. The meeting was aim for monitoring and reflection on current situation where the progression of Prey Lang, raised challenges, taking action and set up for action plan. There were 3 objectives to discuss: 1) Review previous progress and challenges of the last quarter, 2) Determine current situation and way forward and 3) Set up new strategy/action for next step. During the open remark, Mr. Chea Sokhoeun, said on behalf PLCN, we are keeping to support and seek for possible way to improve the situation where we are facing challenges. The join work plan among Civil Society Organization and NGOs working group should improve the PLCN activity which set up for common agenda. Mr. Viriya, from NTFP-EP, raised the questions on how to combine three networks of NGOF, related to Forest sector working together? What is benefit to join forestry network? Regarding registering PL under jurisdiction of MoE, I.g. Sangrukhavorn landed 10,000 hectares were conversed to MoE while it were well-protected by the Monk. Mr. Bun Narin, From NGO Forum, said that PLCN has its independently mission and NGO Forum just coordinated among the network to support them. CSO-REDD+ also has its box in discussion, policy dialogue how its benefit to community and IPFN refer to IP rights and they were living closely to the forest either livelihoods and believes. Since 2012 it was established a group of NGOs by EWMI to work in common to support PLCN. For instant, it would be great to integrate representative of each network (IPFN, CSO-REDD+) to join in any platforms base on it mandate. Mr. Thlay, asked how is REDD+ project in Stung Treng Province because of this project run by CI? In May, the project is under survey which cooperated with Japanese company. They met both PL member and non-member. PLCN need more information from CI in 2-3 months later. CI funded from Mizu for 3 years period to work on 1) law enforcement and 2) livelihood improvement which part of budget given to MoE for implementation. Registering PLCN to MoE - By 25 June 2016, there was convers from CF to CPA under jurisdiction of MoE. Thus, this let the representative of PLCN in four provinces to make internal discussion to register in MoE. Mr. Narith said that it should be good to have law firm consultant to help them. Mr.Bunny recommended that he used to work on this network for long times, base on his experience he would coordinate to work with ALC law firm on this consultation. - Mr. Hoeun, asked to donor call Winrock for intervention but they comment to help in case network has registered with MoE. Mr. Hoeun raised a case of EWMI who funded by USAID as well as Winrock, thus it made them realized on this. Conclusion The meeting was come up with a fruitful result. Mr. Sok hoeun, PLCN representative, expressed his great thanks to all participants who always providing a good guidance and oversee possible way in protecting and reserving Prey Lang as its huge benefits for the local community and the nation. The meeting was ended at 05:00 p.m with a pleasant moment.

Strengthen Capacity of NDF-C Members and Farmer Representatives on Citizen Journalist Writing Skill and Strategic Communication Plan for Policy Influencing
On 4th -5th July 2017 the training on Citizen Journalist Writing Skill and Strategic Communication Planning for Policy Influencing was conducted at The NGO Forum on Cambodia Office in Phnom Penh, Cambodia. The course was coordinated by The NGO Forum on Cambodia which funding supported by Right to Food project of Oxfam. There were total 44 participants (19 females) from Network for Development of Food Security and Safety in Cambodia (NDF-C) of The NGO Forum on Cambodia and farmer representatives came from Kratie, Kampong Speu, Pursat, Battambang, Siem Reap, Bantey Meanchey, Takeo, Kampong Thom, Prey Veng, Svay Rieng, Kampot, Kampong Cham, Kampong Chhnang, and Phnom Penh joined the training on “Citizen Journalist Writing Skill and Strategic Communication Planning for Policy Influencing”. The aims of the training workshop were (I) To strengthen capacity of NDF-C members and farmer representatives on media writing skills for effective communication and Program Report (PR) to influence law enforcement and policy change (II) To raise basic knowledge on how to effectively and consistently communicate environmental issues to right audience at right time, and (III) To support the development of Effective Communications Plan for environmental advocacy campaign and policy influencing. In welcome session, Mr. Ouk Vannara Deputy Executive Director of The NGO Forum on Cambodia encourage NDF-C members to pay well attention to learn the skill so that they would become good citizen journalist and able to transfer their knowledge and skill to their colleague. The results of the training workshop: The participants have increased knowledge and improve article writing skill for their progress reports on policy influencing and advocacy. They also learn new tips and tools for effective communication on environmental issues and they also expressed that they have improved good understanding and knowledge of how to develop effective communication plan to do policy influencing and advocacy. The knowledge and skills they have received from the training and will be able to apply it and share with other network members, community members. A few participants say that they will need to get more training to build their confident. The Challenges of the training workshop:Level of knowledge of participants is different. At least seven of them from the community have limited ability to understand training concept and contents lower than those NGO workers. However, this was well managed by the trainer to engage them fully involved in practice of article writing by application of participatory approaches giving them more chance to get clarifications from trainer to improve article writing skill and to approach them to do clarification for them. The two day training workshop is not enough because majority of participants who attended this training on the first time. They have limited knowledge on media writing skills but they have good experience in reporting writing skills and experience in writing case studies. Regarding the use of photos, all participants wish to do practices in the field but the training does not cover on this area. It has a lot of technical issues to learn in the field of photography. In closing session, Mr. Tek Vannara Executive Director of The NGO Forum on Cambodia expressed great thank to all participants and trainer who has spent their time and energy to make the successful training completed on time as plan and motivate them to use their media writing skill to satisfy the donor with good article and case study.

LAHRiN Quraterly Meeting 24 May
The NGO Forum on Cambodia (NGOF) has facilitated 2nd Quarterly LAHRiN Member Meeting which participated from LAHRiN member and partners on 24 May 2019 at President hotel, Battambang province. The total 26 participants (5 females) from 21 difference NGO representatives including the Build Community Voice (BCV), Sovannaphumi Territory (TDSP), Rachna Satrei (RS), Green Vision Organization (GVO), Community Conservation and Development Team (CEDT), Star Kampuchea (SK), Comfrel, Khmer Kampuchea Krom for Human Rights and Development (KKKHRDA), Community Training Organization Development (CTOD), Community Legal Education Center (CLEC), Forest and Livelihoods (FLO), National Cambodian Research Organization (CNRO), Cambodian League for the Promotion and Development Human Rights (LICAHDO), My Village (MVI), Organization for Urban Poor Development (UPWD), Action for Development (AFD), Community Translation Organization (CTO), Save Vulnerable Cambodians (SVC), Prom Vihea Thor (PVT). The objective of the meeting aimed to update information on LAHRiN members’ profiles and sharing the progressive information on land and housing rights issues among the network members and set up strategic advocacy activities. Opening remarks and opening of the meeting by Mr. Bun Vanna, Program Manager of World Vision Cambodia and Member of Management Committee. LAHRiN working on land issues. Non-action violence has been introduced to address land issues. The new method of meditation is a good process for addressing the land dispute. The case of land dispute issue which recently happen in Sihanouk province. We have many issues to deal with in order to support the land affected communities. Updated on NGO Network Membership to Strengthen Network Members Mr. Pheap Sophea, Program Manager of Land and Forestry Program, NGOF. There are many activities that have been done in the last quarter. • 09-10 April 2019 co-organised a workshop on understanding Chinese Investment at Green Palace hotel. • 12 March organized the first Quarterly Steering committee meeting to review ToR. • Prepared ToR research on resettlement and recruitment in June 2019. • 20 March 2019 participated in a meeting to discuss the resettlement issue in Phnom Penh and in other provinces. Develop an action plan to have a study tour to visit the community in Phnom Penh. Capacity building to the community in Phnom Penh. Capacity building on reporting of land dispute case in Phnom Penh. Documentation on the development project in Phnom Penh. • 27 March 2019 participated in the community network to discuss the network building. • Follow up and dialogue meeting was held. • Organized study visit to Phom Da, land dispute case in Pursat province. ActionAid has funding support for mediation to deal with land disputes. • Organized exposure visits to dialogue in relevant provinces with provincial institutions, local authorities, and NGOs to find the intervention to address land dispute cases. • 08 February 2019 held a meeting with the ministry of land. Next week the ministries will organize a consultation with 7 provinces to discuss the land dispute issues. As result of meeting with Minister. It difficult to find land dispute data. The Action Plan for Advocacy Strategies for the implementation was facilitated by Mr. Pheap Sophea, Program Manager of Land and Forestry Program, NGOF. Members of the LAHRiN Network. Next time we will invite the member to raise the key focus case. Mr. Kosal presented an action plan in the following: • Network Member will prepare an action plan and budget plan • Organize meetings and send the report back. • Strengthen capacity, mobilize human resources. • Prepare a member meeting in the province. • Reactivate the provincial meeting eg. Kampong Chnang province. • Mobilize NGOs working on the land issue and resettlement issue. • Fill in the profile, share with other members and send it back to NGO Forum. • Join with provincial authority on 3 cases of the land dispute. • Select 3 more cases in Krati, Mondulkiri and Stung Treng provinces • Prepare concept note and budget and send it back to Member • Coordinate meeting with LICADHO and ADHOC to find the solution • Meeting with a donor to consider about NGOs base in the province • Meeting with the provincial network • Meeting with MAFF and Ministry of Land on ELC cancelation • Joint investigation of the three cases in three provinces • Recruit research consultant • Identify the person for supporting provincial network on resource mobilization • Coordinate meeting to facilitate the exposure visit Mr. Bun Vanna, Program Manager of World Vision Cambodia and Member of the Management Committee, expressed great thanks to all participants for active involvement. The issue of the provincial level has discussed and found a possible solution. We want NGOs to work together and build trust with our donors. The plan will be fulfilled based on our willingness and commitment. It changes our minds and has a clear plan. He wished all good luck and implements our work.
