The NGOF is a membership organization that builds NGO cooperation and capacity, supporting NGO networks and other civil society organizations to engage in policy dialogue, debate and advocacy.

1st Quarterly Meeting of Steering Committee of CSO REDD+ Network in Cambodia


The Cambodia CSO-REDD+ Network of the NGO Forum on Cambodia facilitated the First Quarterly Meeting of Steering Committee on February 26, 2020. The meeting had three main objectives 1. Disseminate the 2020 operational plan of the Cambodia CSO-REDD+ network. 2. Strategic Discussion on the Up-coming activities, 3. Strengthening Voices of Non-State Actors including CF, CPA, and CFi,

There were 06 (1 Female) Steering Committee members and secretariates who participated in this quarterly meeting, which was facilitated by Mr.Pheap Sophea, Land and Forestry Program Manager of the NGO Forum.

The results of the meeting as below;

1. Disseminate the 2020 operational plan of the Cambodia CSO-REDD+ network.

The Annual Operational Plan of CSO-REDD+ Network divided into four mains areas:

  1. Capacity Building focused on training, exposure visit, and strengthening knowledge related to REDD+, customary rights, land tenure rights, and others.

  2. Networks and alliance coordination included national and international meetings, annual reflection meetings, quarterly meetings, monthly meetings, and other network meetings or consultation meetings.

  3. Evident-Based Information included producing research, documentation, case study, fact-finding, investigation, evaluation, video producing, and data analysis reports for further dialogue.

  4. Policy Dialogue and Engagement brought evident-based information from network members and partners to meet with the national and sub-national government. As well as organized policy dialogue for solving issues, policy and law enforcement and improvement for the benefit of the poor and vulnerable people.

2. Strategic Discussion on the Up-coming activities,

2.1 Organizing Awareness Workshop on Concept and Implementation of REDD+ Program

The network is going to organize awareness-raising workshops to strengthen the concept of REDD+ implementation to University students such as the Royal University of Agriculture and the Royal University of Phnom Penh. Besides, the Secretariat of the network is looking for a Steering Committee member and Network member, who has enough ability to share any related to topics of the REDD+ program that has been implemented in Cambodia.

Steering Committee mentioned that the selection of resource persons should be identified for those who are implementing the REDD+ program, as well as who is REDD+ researcher for the national and international from the basic to expert level with the high confidence and reliability.

2.2 Organizing Training Workshop to CSO-REDD+ Network Member (iv) Contribution to Community Forestry (CF),

The Steering committee members understood that the network membership should be updated in advance to prepare training more effectively and better results for network members.

After updating the network members, the Secretariat of the network has to organize evaluation assessment training topics that are selected by the network members as well as the capacity development plan made by the V4MF project. In this case, it will help them to understand the subject quickly and also respond to their requirement. In this case, the Network Secretariat may raise some thematic issues as an alternative to them relating to customary tenure rights, land tenure rights, and REDD+ program implementation that have been implementing in Cambodia.

2.3. Discussion on the topic of organizing ASEAN Forestry 2020 in Cambodia

The ASEAN Forestry Forum is going to organize in Cambodia by June 2020. The Forestry Administration encouraged CSOs to organize a CSO meeting before the ministerial meeting. It is advised to consult with NGO members and partners who have experience in organizing the forum. Also, we can mobilize funds and resources to prepare the event.

3. Strengthening Voices of Non-State Actors including CF, CPA, and CFi,

The secretariate was under communicating with network members for updating a list of network members as well as encourage representatives of CF, CPA, and Cfi to involve effectively in the network meeting to share the progress, lesson learned, challenges, and propose options to deal with those challenges. It would help bridge and strengthen the voice of the community to the government through the coordination of NGOs.

Next action plan

☞ The network members' meeting will be held in March 2020 before the consultation on the simplification of the community forestry management plan of the Forestry Administration. ☞ The Secretariat must update the network members list. ☞ Member organizations can request support if the target community has a problem that is related to the core mission of the network. ☞ The secretariat shall meet with other members and partners to discuss the preparation of the ASEAN Social Forestry. ☞ Consider organizing a visit to the Carbon Monitoring Area and the Agroforestry community to study the lesson learned at the ground.

Finally, Mr. Pheap Sophea, Land and Forestry Program manager, thanked all members for their excellent cooperation and spent valuable time attending REDD + Network Management Committee meetings with Cambodia, and he closed the meeting.

National Consultative Seminar on Indigenous Communal Land
On 19 July 2024, Indigenous Community Support Organizations in collaboration with the NGO Forum on Cambodia and other partner organizations organized a National Consultative Seminar on Indigenous Communal Land (ICLT) in Kampong Cham Province. This national consultation seminar was cooperated by relevant ministries, including the Ministry of Rural Development, the Ministry of Interior, the Ministry of Land Management, Urban Planning and Construction, the Ministry of Agriculture, Forestry and Fisheries, and the Ministry of Environment, with the participation of authorities, community representatives, civil society organizations and development partners with a total of 158 participants (37 females). Achievements and research results, challenges and suggestions were brought for discussion during the seminar. Dr. Thol Dina, Project Director of LASEDIII of the Ministry of Land Management, Urban Planning and Construction, mentioned the previous community registration, which resulted in 193 communities being recognized by the Ministry of Rural Development, 153 communities recognized as legal entities by the Ministry of Interior and 43 communities officially recognized by the Ministry of Land Management. Please be informed that Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) urges consideration of planning for resource and community development projects in addition to the current dialogue. In general, the content from the discussion, suggestions and recommendations are compiled and prepared as key notes for submission to the relevant ministry leaders for further discussion and address.

Workshop on revisiting CSOs’ Input to new National Strategic Development Plan (NSDP) 2024-2028
First of all, we would like to congratulate the NGO Forum on Cambodia (NGOF) that has been officially appointed by the Royal Government of Cambodia through the Ministry of Planning, as one of the members of Inter-Ministerial Committee and Technical Working Group for preparation of the new National Strategic Development Plan (NSDP) 2024-2028. To play this critical role, on 9 January 2024, the NGOF organized a consultative workshop on Revisiting CSOs’ Inputs to new National Strategic Development Plan (NSDP) 2024-2028 with around 80 participants both in person and virtual who are from the Ministry of Planning, NGOF’s member organizations, networks and development partners. Honorable guests and participants applauded the process and regarded that the NSDP is the most important document to drive development process in Cambodia so that all stakeholders should put all efforts to provide inputs and develop this plan. The full-day workshop aims to raise awareness of the first phase of the Pentagonal Strategic Plan and provide up-to-date information on the NSDP 2024-2028 process to civil society organizations that are members and partners of the NGOF, as well as present format to generate inputs from participants for the NSDP 2024-2028 that will then submit to each relevant ministry, Ministry of Planning and members of the Inter-Ministerial Committee. As a result of this consultation, participants have learned about the pentagonal strategies, process of NSDP preparation, and especially provided a lot of useful inputs which will be formulated into the CSO’s inputs paper to be submitted to the Government. Participants will encourage other CSO representatives and stakeholders in their contacts to provide further inputs online until 12 January 2024. The NGOF will consolidate the first collective inputs and will submit it to the line Ministries and Ministry of Planning in the week of 15 January 2024 onward. The NGO Forum and participants also strongly encourage all other CSOs to continue to provide inputs through online until the first draft of NSDP shared by the Ministry of Planning, tentatively in the second half of March/April 2024. Provincial NGO Network Members Meeting at Preah Vihear Province
On the morning of 17 October 2023, Mr. Soeung Saroeun, Executive Director of the NGO Forum on Cambodia (NGOF) and colleagues had conducted a consultative meeting with NGO members and partners in Preah Vihear to strengthen collaboration, and consult on a draft of NGOF's seven-year strategic plan (2024-2030) called "METRI" which is focusing on Multi-stakeholders Engagement for Transformative, Resilient, and Inclusive Society. As a result, our discussion was successfully proceeded, with good inputs and support from participants of "METRI" strategic plan. In addition, the NGO members and partners were happy to participate in joint initiatives based on the model to achieve common goals, and they specifically request that the NGOF remain active in supporting the positive impact on policies and laws influence and resource mobilization for the benefits of member organizations, communities and especially poor and vulnerable people.
